World Class Training and Development (WCTD) is a full service training program development company. WCTD specializes in the creation and implementation of training programs for operations and maintenance personnel that meet and exceed regulatory standards. WCTD utilizes the Systematic Approach to Training (SAT) method to create training programs and products.

WCTD was incorporated in 2004. The founder and President, Bobby “Bucky” Elkins, has created and managed training programs for maintenance, operation, and safety in a variety of industries, including the electric utility industry (both nuclear and fossil fuel generation). Bucky has 12 years of experience with regulatory training program management and has designed and implemented more than 20 new training programs.
